Transparent command to find a point using another point as a reference.

For this example we will use the (REF) command from within the AutoCAD LINE command.
Command: LINE
Specify first point: (some arbitrary point selected)
Specify next point or [Undo]:

Select the base point you would like the desired point to be referenced from. Use whatever object snap that you need to select the point. This command does not add any object snaps.
When using the decimal degree angle format the following dialog will appear: (When using other angle formats different dialogs will appear. For more see the Distance/Length & direction dialog.)
There are two ways to enter relative coordinates:

The first is to use polar coordinates or "distance & angle".
The second is to use a relative change in X and Y coordinates.Either is possible in any of the dialogs for the different angular formats.
[Polar Coordinates]
To enter the polar coordinates for the example image above select
on the distance number pad and then select
on the angle side.

[Relative Change in X and Y Coordinates]
To enter relative X and Y values as shown in the above image start by selecting
on the distance number pad (you always enter X values first).
Note: both directions shown in the diagram above are positive. If the "3" direction was to the left or the "4" value pointing down the values would need to be negative. To make a value negative select
on the bottom right of the distance number pad prior to selecting the number.
Next press
(comma - located to the right of the zero distance button). When you press the comma button you enter the "Cartesian" mode and the angle portion of the dialog becomes grayed out.
Finally press
so that the box at the top has 3,4 in it and press <Enter>, <Space> or
